Additional modes of transportation have been added to the AMS program since the posting of the final rule for the Automated Manifest System on December 5, 2003, and implementation of Sea AMS.

The information provided below highlights the various modes:

Sea AMS

Reporting is required at least 24 hours prior to cargo lading

Effective January 5, 2004, mandatory for sailings on or after March 4, 2004

Air AMS

Reporting is required no later than four hours prior to arrival for cargo from countries outside of the Western Hemisphere and no later than ‘wheels up’ for cargo from Canada, Mexico, Central America, and South America

Effective December 13, 2004 at all U.S. Airports

 

Rail AMS

Reported by the rail carrier only

Reporting is required at least two hours prior to arrival

Effective October 10, 2004 at all rail entry ports

 

Truck AMS

Each AMS program requires that certain data elements of a shipment be reported, including but not limited to, full cargo description, package quantity, shipper name and address, and consignee name and address.

Reporting is required at least 1 Hour prior to arrival at the Land Port; 30 minutes if FAST qualified (Free and Secure Trade program); at all land ports along the southern border, as well as most land ports along the northern border, with the exception of ports in Maine, Alaska, and certain ports in Vermont and Minnesota.

Arrangements must be made for the release of the cargo prior to the truck arrival.

Effective November 15, 2004, Truck e-Manifest was implemented.

Effective January 25, 2007, the ACE Truck e-Manifest policy will become mandatory.
