Additional modes of transportation have been added to the AMS program since the posting of the final rule for the Automated Manifest System on December 5, 2003, and implementation of Sea AMS.

The information provided below highlights the various modes:

Sea AMS

Reporting is required at least 24 hours prior to cargo lading

Effective January 5, 2004, mandatory for sailings on or after March 4, 2004

Air AMS

Reporting is required no later than four hours prior to arrival for cargo from countries outside of the Western Hemisphere and no later than ‘wheels up’ for cargo from Canada, Mexico, Central America, and South America

Effective August 13, 2004 at Eastern Airports

Effective October 13, 2004 at Central Airports

Effective December 13, 2004 at Western Airports

 

Rail AMS

Reported by the rail carrier only

Reporting is required at least two hours prior to arrival

Effective July 12, 2004 at 24 rail entry ports

Effective August 10, 2004 at 4 other rail entry ports

Effective September 9, 2004 at final 3 rail entry ports

 

Truck AMS

Reported via:

Pre-Arrival Processing System (PAPS)

ABI In-bond Format (QP/WP)

Border Release Advance Screening and Selectivity (BRASS)

Customs Automated Forms Entry System (CAFES)

Reporting is required at least one hour prior to arrival

For carriers registered under FAST (Free and Secure Trade system), reporting is required at least 30 minutes prior to arrival

Entry under BRASS (Border Release Advance Screening and Selectivity) and CAFES (Customs Automated Forms System) allows reporting at time of arrival

Effective date was November 15, 2004 for the first 40 border ports; December 15, 2004 for the next 43 border ports; and January 14, 2005 for the remaining 16 border ports

Each AMS program requires that certain data elements of a shipment be reported, including but not limited to, full cargo description, package quantity, shipper name and address, and consignee name and address.
