AMS Security Fee

US Customs has approved Phoenix International Freight Services, Ltd. for participation in the automated AMS (Advance Manifest System) program. Carriers/NVOCCs must electronically submit accurate cargo manifest details to Customs 24 hours before a shipment goes aboard a US bound ship at a foreign port. Phoenix International and other carriers have filed for an Advance Manifest Compliance Charge with the Federal Maritime Commission to allow for the recovery of costs associated with the US Customs' Advance Manifest Rule.

Effective March 15, 2003, a surcharge will apply to all cargo on US-bound vessels, including goods destined for Canada and Mexico that are on board when the vessel calls the United States. The new surcharge will be $30 per shipment (vendor assembly consolidations require an AMS filing per shipper/shipment).

In the event a correction is required for the cargo declaration information after the published declaration submission cut off time due to an error or omission on the part of the Shipper, a declaration correction fee shall be charged each time a submission is corrected. The fee shall be $30 per correction.

In setting these charges, we have considered a wide range of factors including process and system changes, increased customer service and documentation support, 24-hour contact requirements with US Customs, and load planning issues. The charges are designed to reflect the investment and ongoing servicing costs of compliance for the movement of our customers' cargo into the US. Phoenix will continue to share the costs of new global security measures.
Where appropriate we will pass these on to our customers so that they can be spread across other beneficiaries of improved supply chain security.
